BRAD LUBBEN, extension associate professor at the University of Nebraska – Lincoln brings over 25 years of experience as an Extension agricultural economist.Lubben holds bachelor’s and master’s degrees in agricultural economics from the University of Nebraska – Lincoln and a Ph.D. from Kansas State University.He teaches, conducts research, and interprets findings to the public through extension activities.Lubben focuses on agricultural and public policy issues ranging from federal farm programs and risk management to conservation programs to food, trade, energy, and environmental policy.

Farm Policy Outlook: Will Politics Trump Economics

Farm bill legislation and farm programs have traditionally provided a safety net to producers to help protect farm income and manage risk. A new farm bill is expected to maintain current programs such as ARC and PLC and offer producers a new enrollment decision in 2019. However, farm policy has also become a primary source of risk as well, particularly with the uncertainty over farm policy, trade policy, and bioenergy policy affecting markets and the ag economic outlook. This presentation will cover current issues and developments in these policy areas and provide guidance for producer decisions in the year ahead.
